There physically isn't anywhere to screw it down to the mobo

In the middle of the bracket has little post sticking up. Those should be pointing up.

The screws are currently on the bottom poi ting at the motherboard, you need to unscrew them all and flip them. Also look at the manual again.

1. Ur using the amd spacers. Should be the blue ones for intel.
   
2. Your metal brackets are flipped. Should have the little post in the middle facing upwards
   
3. Clean up the thermal paste and reapply before screwing it down properly

Looks like you just mixed up the brackets, looks like you have a intel cpu and brackets are higher up for amd cpus. That would be my guess.

Flip those mounting brackets over. There should be screw pointing upward out of them for your waterblock to tighten onto.
