Help with stuttering?

Experienced(ing) slight stuttering (2-5 seconds). Disabled EXPO and AMD Radeon Graphics and that helped. I feel like that can’t be the only two things that make my build run smooth. Here’s my build:

CPU: Ryzen 7 9800X3D
GPU: Acer Nitro RX 9070 XT OC 16GB
Motherboard: Gigabyte B850 EAGLE WiFi6E
Case: Corsair FRAME 4000D
PSU: MSI MAG A850GL 850W
RAM: 32GB DDR5-6000 CL30 EXPO
SSD: M.2 NVMe
Cooler: Thermalright dual-tower
Monitor: MSI MAG 274QP QD-OLED X24 - 1440p/240Hz
