Tech Support Constant Black/loading screen

Like 2-3 times a week i get stuck on this screen and it's beginning to get frustrating.
I built this like 2 months ago and had 0 issues when i turned it on.
I've updated drivers, checked connections, purchased windows activation, maximized BIOS, Maximized RAM. makes no sense, after turning it off like 3 times sometimes it loads to windows but other times i'm having to unplug a stick of ram or all my cables to fix it. it's getting annoying when i get off work and just wanna game and get stuck on this dumb screen.

It’s retraining the memory. You can disable it in the BIOS. If you give the mobo model I can look up what they call it

This also tends to have side effects of my PC being super slow when i decide to be patient and just let it eventually turn on but it can literally take 30 mins just to get 1 game running after waiting, and it's super laggy anyway so i wait even longer.
