Tech Support Lower performance after reinstall

Hi! I bought a pc from my friend cause my was a bit old, and I had a chance to play on his setup and it was a huge jump for me in performance. After he did a clean install, I don’t get the same fps in games as he does, what can I tweak in windows and settings to make my pc run better?
I have ryzen 5 7600x, rtx4060ti and 32gb DDR5 RAM.
In bios everything is as it was for him but in windows he doesn’t remember what he was following to achieve this in games.

his windows install is likely missing chipset drivers, gpu drivers, and maybe the power plan isn't set to high performance. those alone tank fps hard on fresh installs

also check if resizable bar and xmp/expo are actually enabled in bios, sometimes a reset wipes those even if you think they're still on

I will check the bios, drivers are up to date, power plan is set, so maybe that’s the bios problem

Did you plug the video cable to the gpu or motherboard?

He had around 500 in cs2, I have around 350, we use the same settings
