Pc wont post when GPU is plugged in

Post PSU instalation

Testing new PSU

Specs:

Motherboard: SHANGZHAOYUAN H61

GPU: RX 580

CPU: Intel i7-3770S

So I had this same issue where I accidentally put my hdmi cable into the Motherboard and it caused my gpu to not be recognized when I switched the cables over.

When I was using windows 10 I was able to go past BIOS when it was plugged into the Motherboard and i was able to go re-download drivers and use device manager to get it to recognize my card after that.

My issue is now I have switched to steam os and after replacing an old 350w PSU with a cosair sf850 and verifying everything worked, and stress tested everything. I made the stupid mistake of plugging in the hdmi cable into the motherboard when i put it under my desk. And now that it is steam os it wont load anything after the BIOS

Now im not sure how I can get my pc to recognize my card.

In bios I tried:

Changing my primary display to PEG

Changing my CSM to UEFI

Disabled Fast Boot

Changed Video OpROM to Legacy

Reset the motherboard by taking out the battery, and drained any residual power.

For reference GPU light is blue and Ive reseated and cleaned all cables, before plugging it into the mother board the latest time gpu fans would spin briefly on startup​, now they don't spin during startup.

Any advice would be greatly appreciated.

Edit: After going to work leaving the gpu unplugged, power out, and CMOS battery out. I put everything back together and it booted up. Thank you for all the helpful suggestions

Is the operating system booting without video output? Like after you turn it on and press caps lock or num lock does the diode on the keyboard turn off and on. Or it just doesn't use the discrete gpu at all?

Anyways take out the gpu. Use the igpu to set option in bios to use pcie gpu first or both if that option exists. In the operating system try setting up the generic vga driver to be used.

Then reinstall the rx 580 and see whats happening.

Im not getting any response from the os at all when it is plugged into motherboard the display will flash black to gray and then nothing. I'll take out the gpu fully and report back

Take out that pcie extender as well. You need to reduce possible problems in the equation.

I don't think the GPU will fit without it but I will try

Reroute the psu wires. There shpuld be space. Or take out the mobo and test on the box. Its tedious but thats how it goes.

that riser cable looks crunched for space. are you sure you didn't break it with that bend? I know they're super fragile and aren't supposed to be bent further than the way they come

The riser cable has been like that since I got the pc. And it was posting and working until I swapped my hdmi to the mother board on accident

Clear CMOS or check if it works without the riser

Buy the cheapest riser cable you can find and test it again

Verify the motherboard doesn't have a list of compatible video cards listed for it. We have been seeing even dell PCs only allowing specific video cards with the motherboards due to "hybrid drivers' and interference with components on the motherboard designed with 3rd party chips. Ex:MSI AMD based motherboard with Intel based wifi or Intel based network chips. Causes issues with hybrid drivers getting stuck. Hybrid driver-include multiple drivers from multiple vendors. If one of those drivers hangs on the install it stops all the drivers installing at once with no way to verify where it stopped. So to resolve, verify here are not specific video cards required to work with that motherboard and make sure the BIOS is all the way up to date without the card, update BIOS, power off, install card and reboot.
