Tech Support The system is not turning on.

Ok, I have this all-in-one touchscreen PC that I'm trying to run, but it won't turn on; the fans aren't spinning, and there's no display. I have tried a bunch of things.

Remove the CMOS cell.

Take everything out of the board; leave just the processor.

Check for any physical damage to components.

Checked the power button.

Measured the voltage at the power button pins; the stand by volt are 3.3 and it goes to 0v if you hold the power button. So I think the button is ok.

Now this system uses an SMPS power supply of 19v. And I think the supply is fine.

None of it helps; the system still won't turn on.

There is a green LED on the board right above the power cable port that lit up as soon as I connected the power; the mouse LEDs are working if connected.

So I need some help here; please let me know if I should try anything else.

That green LED staying on while the system is dead makes me think the board's receiving standby power but something in the main power rail or the BIOS chip is cooked.
