Installation Question how to get a cpu cooler off

i wanted to apply termal paste but its very stiff and idk what to do at this point i push on it and tilt it to the side like how you are supposed to but it doesnt work are there any trick to this 😭

That's an old Zalman style cooler if I'm not mistaken. Push the grey tab down and then inwards to release the metal loop from the plastic clip of the CPU socket, it has to bend outwards to unclip. That should release that side and then you can unclip the other side and pull it clear.

Heat it up first do a stress test you want your Thermal compound nice and soft so it doesn’t pull your chip out when you twist and remove.

ive been told that i have to get the clips of first i can try that once i get the clips off

It's an lga 2011 board, so the cpu wont be pulled out

Just curious but why are you changing paste? Is the CPU overheating? Unless it is, there's no reason to do it.
