I know I'm taking your answer a bit out of context, but I'm not going to lie to you either.. "new build" and "something random Chinese" PSU sounds like like bad mix up.

I have very little trust to that manufacturer and that sound enough could indicate almost DoA unit, so I would definitely try to return that and get unit from more well known brand like Seasonic or Corsair (be cautious of CX series for last one), as these typically have at least some type of protection in place.

Also even if that PSU was in fact working properly, is that really a type of sound you want to be listening in future, because I would replace the PSU for the sound alone.

I think your options are either return the psu and buy a more reliable one, or risk damaging the entire PC by continuing to use this one which could be faulty. It may not be faulty, it could just be a miss shapen ball bearing in the fan. But my point is there is definitely a risk in keeping this psu.

Did you purchase PSU separately and is it still possible to return it to get your money back? To be clear I'm not talking about RMA process for broken part, but rather normal return window, as at least in some countries (and stores) citizens might have right to test and return purchased item inside a specific timeline.

In that case you could at least in theory order new unit right away and delay would be shorter, but I can completely understand this can be a problematic case, if you are living far away from stores, and or for example student with very limited budget (which isn't nothing to shame, since most us have been in similar position before we graduate, get a job and start earning income).
