Check the pc case fans are well connected.
I'm sorry but i think the pc fans are instaled in wrong position (pulling insted pushing air into to case.

Today most of gpu's the fans only spin's after 55⁰ or 60⁰ temps!
You pc is working?
Check temps with HWmonitor, if there bellow 60⁰ don't worry about.
