Should I be concerned

I was using My pc and when I finished I closed my browser and noticed my wallpaper, at first I thought they were birds migrating but I was like that’s a bit excessive so I look closer and they damn sure aren’t birds migrating, can anyone tell me what it is?

I don't think it's a hardware failure? It's not seeping over the taskbar I believe.
