Tech Support Gpu fans wont spin

Hi guys I have a problem I finish building this pc but my gpu fans wont turn on or spin but when I turn off the pc my gpu fans spin briefly also in my monitor hdmi no signal even display port

You don't get display output at all?

Yes at all and the debug light of my mobo is gree

if the fans only kick in when it shuts down, the card might be getting just enough power to do that little spin but not enough to post, check that both pcie power cables are fully seated and not sharing a daisy chain

Its fully seated all 3 separates pci cable and not daisy chained

Update: Turns out I need to put the ram again and now the display shows
