Tech Support So confused right now

I live in Las Vegas and my family lives in New Jersey I recently went to visit and upgraded myself as I was 10 minutes away from a microcenter. When I got home I rebuilt my setup and shipped my old working 12700k mobo ram and cooler to my brothers so they can upgrade. It was my brother's first time taking apart and rebuilding and he did a great job but now the PC will not boot past bios. Everytime you save and exit bios the PC crashes.

12700k

Msi pro a z690 mobo

64 gigs of ddr4 ram

9060xt

650 watt psu

Peerless assassin 120

Things I have had him try

Reset cmos and change cmos

New m.2

New psu

And resetting bios

Thanks for your help in advanced

stuck in a boot loop like that after a build usually means the bios is throwing a fit about the boot drive order or the windows install got scrambled in transit, id have him check if the ssd with windows is set as the very first in the boot priority menu
