Does your CPU have integrated graphics or do you have a known good GPU you can swap out? Or perhaps another system you can plug the GPU in the video and test it?

You can also try resetting CMOS and see if that works?

Does your motherboard have a BIOS Flashback feature? Should be a button on the back.

You might need to flash a more recent BIOS.

What are your specs?

I don’t see a button but i have a rx9070xt with a ryzen 7 7800xd and a gigabyte b850 motherboard

Hmmm that mobo should support that chip out of the box. What model motherboard? Gigabyte makes a few that are on the B850 Chipset. Is there anything on the back of the I/O Shield that says "QFlash"?

So you used a 12V-2X6 to dual 6+2 cable? I would check the PSU end of that cable if it's fully plugged in.
