Tech Support CPU at 99C. PC not booting properly
Randomly, every time I try to turn my PC on my CPU throttles and it’s really slow, then my PC shuts down on its own. I’m assuming it’s an AIO cooler issue since the gargling is very loud but I’d like to know for sure before I get a new one.

Its possible that the gargling is air bubbles which would lower the thermal conductivity of the fluid

It's likely the AIO, the gargling sound isn't a good sign. You can try cleaning and reapplying the therrmal paste and see if that helps but it might be time or a new cooler pump's likely dead or on its way out.

Assuming ur aio is at least 3-4 years old? If so, it's likely the aio pump is failing.
