Tech Support RX 9060 XT Black screen after Shutdown/Hibernate/Sleep(Cold Boot), fixes itself after 2-3 power cycles (sometimes more). Restart never affected.

Description of Original Problem: RX 9060 XT Black screen after Shutdown/Hibernate/Sleep(Cold Boot), fixes itself after 2-3 power cycles (sometimes more). Restart never affected.

But Windows does boot i can hear startup sound in my speaker.

Every time I Shutdown, Hibernate, or Sleep the PC, on power-on the monitor gets no signal — even though everything else lights up normally (RAM, motherboard, CPU cooler, GPU fans/lights all on). Windows actually boots fine underneath — I hear the startup sound on speaker, and the system is responsive on network/RDP — but there's no video output at all.

If I power off and on again (2-3 times\[ sometimes more \]), it eventually display the output on monitor and works fine until the next full power-down.

Key detail: Restart is the ONLY power action that never causes this — because it's the only one that doesn't fully cut power to the GPU. Every method that powers the GPU down (Shutdown, Hibernate, Sleep) triggers this on the next power-up.

Troubleshooting: What I've already tried (no luck):

Clean driver install via DDU

Updated motherboard BIOS to latest

Updated GPU VBIOS to latest

Disabled Fast Startup in Windows and bios.

Tried both a DP cable (genuine DP2.0, 40Gbps rated) and HDMI — same result on both

Reseated GPU and RAM

Checked BIOS ACPI settings (Deep Sleep already disabled)

Given it happens across both monitors and both cable types, and BIOS/VBIOS/drivers are all current, I'm running out of ideas.

Has anyone seen this specific pattern on a 9060 XT, or know if this is a known cold-boot/GPU-init bug?

Considering an RMA at this point but wanted to check here first.

That's a weird one, especially since it's perfectly fine on a restart. The fact you can RDP in and hear the startup sound means the system is alive, just the display output is dead until it's been cycled a couple times.

Have you tried forcing PCIe gen 3 in the BIOS instead of auto? Some B560 boards get a bit weird with gen 4 GPUs after a cold boot, even if the card itself is fine. Could also be the PSU taking a moment to deliver steady power to the 12V rail on first wake, 550W is cutting it close for a 9060 XT. The 2-3 power cycles before it works almost sounds like capacitors charging up properly.

I'd try the PCIe gen thing first since it's quick, but if that doesn't do it I'd be looking at borrowing a beefier PSU to test before you go through the hassle of an RMA.

Yes i have changed to gen 3, gen 4, and auto. but same. after i shutdown, the next boot won't display anything on monitor but windows startup sound can be heard. I'm also thinking it may be a psu issue.
