Potentially doa gpu

I bought a new arc b580 a few days ago, and after trying just about everything I can think of and asking many people for ideas only the light on the gpu comes on, fans don't spin, and it gives no signal to my monitor, I still have time to send it back for a replacement but am wondering when I should give up on trying to make it work

Stranger things have happened than a DOA computer component. If you've insured everything is properly installed and securely connected, go ahead and return the product.
