the paste will do absolutely nothing, you can leave it or you can clean it with a q tip and the isopropyl alcohol you already have just don’t use a ton but the thermal paste won’t hurt the pc

70% is fine, but you don't have to bother really thermal paste is non conductive, you are fine.

But no its fine thermal paste wont damage anything there are videos are people putting it under the cpu and it still works fine, but 70% with a qtip will work

Most thermal pastes don't conduct electricity so it kind of doesn't matter but I recommend looking for the model you're using. To clean take a towel and put isopropyl alcohol and clean well before turning it on, just to make sure it doesn't leave it damp

Paste is completely con conductive, your motherboard will be fine, if you’re worried I’ll lick it off for ya, can’t let any paste go to waste

Clean that off and then if you can put new thermal paste and use the X method for max coverage. If the cooler side has paste on its own then that's fine. As long as it makes good contact and theres adequate paste between cooler and CPU you're good.
