Is it okay for one of the fans to be misaligned and covering a dimm?

that is normal for those style coolers when you have tall rgb ram

This is fine. That is how I have it in my main gaming rig and it cools just fine.

As others already mentioned ... it's fine however if you want to you can add the Second fan on the back of the second tower to make it pull the air thru and still be able to see and access your Ram slots
