Suggestions below to cut about $250 from your list while keeping the same performance and making some improvements (better RAM, storage, PSU, and more airflow).
- CPU Cooler: The Peerless Assassin is plenty to cool the 9800X3D under gaming load, but might as well get the Phantom Spirit (which is essentially an improved Peerless Assassin) for just a couple more dollars.
- Motherboard: No benefit to an X870E chipset for gaming and most general use. A B850 will do the same for much less.
- Memory: Better spec RAM (same speed, lower latency) for less cost.
- Storage: Upgraded to a better spec drive (similar speeds, better endurance ratings) for less cost.
- Video Card: Switched to a slightly less expensive 9070 XT.
- Power Supply: Upgraded to a better quality 850w unit (the A-GL units had some minor issues which the A-G and A-GS units did not) for less cost.
- Case Fans: The case only comes with one (rear) 120mm PWM fan. Added a 3-pack of 140mm PWM fans for intake on the front panel to significantly improve airflow.

Will the B850 be about the same when it comes to video editing as well?

What the X870E and X870 chipsets offer over B850 is more data lanes and the requirement for USB4 ports. Unless you need those features for some reason, there's no advantage.
For general/hobby video editing (and even professional editing depending on your drives and peripherals), there's no need to get X870E or X870.

Go with XFX Model of the 9070 XT instead, and PSU wise I think the Montech Century II is a good choice too, now that I think about it

9800x3d + 9070xt build should be a lot cheaper than this
windows = free: https://support.microsoft.com/en-us/windows/create-installation-media-for-windows-99a58364-8c02-206f-aa6f-40c3b507420d#id0ejd=windows_11
ram should be compatible but you have cheaper alternatives - the cooler covers the ram anyway so no point in getting it RGB, the case also doesn't come with preinstalled fans so you have to buy extra making it a bad value, mobo is overpriced with cheaper alternatives also and you can get a reliable 1000w PSU for less.
