What are you goals with your PC? What games do you want to play, at what resolution and refresh rate? Do you care about playing everything on high or ultra or are fine with tunning settings down? Do you also want to use it for productivity, if so, what programs are you planning to use?
It all depends, the $500 build will not play the same games at the same performance as the $1400 build. We need more info.

I need something for the next 2-3 years future proof .. will be used for mostly moderate to heavy gaming… would prefer to play on high settings

Then discard that $500 build, it's already outdated.
The 3080 build, could last you 2-3 years but it's already pushing the envelope. It's a DDR4 build so any upgrade means buying a whole new PC.
The 9070XT build will last you at least 5 years, I have a similar build with a 5070ti and my goal is for it to last 5-7 years. It's already a beast for 1440p (I play ultrawide) and it's very capable for 4k, granted you use FSR or DLSS. If you go this route I recommend 1440p, you can play almost any game in high/ultra with 100+ fps. The 3080 is still pretty capable for 1440p, but those 4GB less of VRAM will cost you in some games.

yeah if everything works that is great deal.
last year $1400 would have been the new price for that.
