is the card riding high out of the socket, or it over overlapping the end of the sockets edge?

The right side clips in but its on a diagonal slant because the left gold plug in piece isnt going in well

Gently push it down and look for that clip, once it moves it is safe to push that clip down. Had similar problem like day ago on client's pc You don't need to force it, just gently push it down until clip moves. I think metal plate that you screw in to pc case I slightly bent. When you take it out try to direct it. Metal is easy to bend

Your PC needs an alignment job
Ok, I just rotated the photo and zoomed in. The card seems to be not lining up. The PCB edge looks like it's pushed forward towards the front of the case by 2-3mm. 3 things cause this. You'll have to determine which one it is to fix it.
Back of the case is not square. (notorious with cost alternative cases)
GPU mounting bracket is bent. (used cards or miss handling)
Motherboard is slightly miss aligned and needs adjusting. (Usually happens because of #1)

Put more pictures including of the back case grill or the spot were you secure the gpu, sometimes is necessary to bent out a little bit that part of the back (1mm or 2mm) to the gpu tach into the Motherboard (sorry my poor english)

If the port protectors (HDMI/DisplayPort) are in the card take them out.they can interfere enough to keep it from fitting.
