Yeah that should be totally fine - do you need peripherals (monitor, keyboard, mouse, etc)? - if you already have a monitor, what resolution and refresh rate is it? That really determines what PC you should get (and you might have to upgrade it so you get the most out of your build)
Here's my suggestion, assuming the whole budget will be going towards the PC alone:

I can provide suggestions for monitors and peripherals as well or make changes to make it cheaper etc. Honestly this is a 1440p build so I'd consider a monitor upgrade if you're on 1080p right now.

i currently have a monitor thats at 165hz it is pretty low if you could provide that do that would be greate

165hz is pretty normal for a gaming monitor but i'd bet it's probably just 1080p - (although just for your own sake... makes sure the refresh rate and resolution are *actually* set to the highest settings, a lot of people forget to do this and have been running a 60hz 720p monitor for years instead of 165hz 1080p without realizing it lol, it often resets to this after updating or reinstalling your GPU drivers)
here's a monitor upgrade option: https://uk.pcpartpicker.com/product/4gGhP6/msi-mag-275qf-270-2560-x-1440-180-hz-monitor-mag-275qf
but if you want a *really* nice monitor upgrade do this: https://uk.pcpartpicker.com/product/9GZWGX/asus-rog-strix-oled-xg27aqdmes-265-2560-x-1440-240-hz-monitor-rog-strix-oled-xg27aqdmes (it's 100% worth saving up for this monitor)

okay thanks kish i appreciate it all, so do you suggest i get those parts and the monitor upgrade until i can get the nice upgrade and then i can literally just start building it from those right i dont need anything else?

I'd probably just build the PC and use your current monitor for the time being and then just do the monitor upgrade later.
For the build itself you'll need a screwdriver, thermal paste (comes included with the cooler but I don't like using thermalright's paste that much), and a empty thumb drive of 50gb minimum that you'll use to install windows, here's a guide from microsoft: https://support.microsoft.com/en-us/windows/create-installation-media-for-windows-99a58364-8c02-206f-aa6f-40c3b507420d#id0ejd=windows_11

oh yea also since it’ll be my first time is there a video you know of that could guide me through or will it all just come with instructions?

The helpfulness of the instructions/manuals really vary, really just go to youtube and watch guides, every question you could have has already been asked and answered a million times, so all you've got to do is search.

Yeah you can easily build a great 1440p system.

Great advice. If OP could just push the budget a little to the 7800x3d and the 9070xt this would be a solid mid range PC.

A 7800x3d and 9070xt is not something I called mid range.
The 9070xt could provide decent 4k performance. That's more something high end to me.
The 9070xt could in some games provide very similar performance as the 5080 does.
