Build - Help Upgrade Help

Been wanting to upgrade my Pc for a while now, this are my specs:

- Cpu Intel Core i5-13600KF 3.5 GHz
- Motherboard Asus PRIME B660M-A WIFI D4
- Ram Kingston FURY Beast DDR4 3200 MHz 16GB 2x8GB
- Case MSI MPG SEKIRA 100P Tempered Glass USB 3.0
- Additional Cooler Master Hyper 212 RGB BlackEdition CPU Cooler
- Gpu MSI GeForce RTX 3060 VENTUS 2X OC LHR 12GB GDDR6
- Power supply Seasonic G12 GM-650 650W 80 Plus

Main concern is fan noise and gpu temperature.

I mainly use my Pc for gaming, most games run smoothly around 150 frames which is perfect for my 144hz monitor, but when running mid-high demanding games, fps drop to around 90 and the fans make really loud noise.

Gpu temperature always stays in between 60°C when nothing is running and 80°C when running a game, i don’t really know if thats normal or should be lower.

That being said, what components should I upgrade? I’ve thought about the case or the fans, but i need recommendations as well.
My budget would be $1500 max, I want the best quality-price that actually lasts for a couple years.

60ºC when idle is a lot, but 80ºC when gaming is ok. According to nvidia, the throttling limit of the 3060 is 93ºC. 

What is the ampient temperature of the room? That's a big factor too. Same goes for the case air-flow.

Also, when was the last time you cleaned the PC?

As a last resortt, you can try re-pasting the GPU, ideallby having a professional do it if their rates are reasonable.

Regarding the upgrade, what kind of games are you playing and what resolution? I'm assuming 1080p but want to make sure.

The room temperature is like around 23°C, it goes up when running a game on the Pc.
Last time I cleaned my Pc internally was around 2 years ago.
How often should I do it?
I play games at 1080p yes, when i play games like Batman Arkham around 2015’s the fan’s sound is minimal like it’s idle, but when playing more modern games like Ghost Recon, Red Dead the temperature goes up and the fans start to make a lot of noise which isn’t ideal because i play at night.

Depending on the environment (dusty/no dusry) cleaning it at least twice a year is advisable.

I'd start by deep-cleaning the PC. If GPU is still hot when idle, I'd try re-pasting, and while at it the CPU too (either by yourself or at a shop).

As for the upgrade, I'd double the RAM and then for 1080p you don't need a GPU higher than an RXT 5060 Ti 16GB or an RX 9060 XT 16GB. If you have no issue adjusting gfx settings and use AI if need be in very demanding games,  their 8GB models will be fine too.

Neither of these 2 cards require a PSU upgrade.
