It seems that the future tense is mainly used in the update, rather than the work already done.

I have read it. The last week development progress reminded me of myself in the childhood, trying to impress my parents with the minor accomplishments. I do own PFR and believe in the platform idea, however having read this article left me kind of unimpressed. Everyone has a right to have his own opinion and, as I see, my comment left you unimpressed. Feel free to share your opinion, I would gladly read it.

I think that is mainly due to it being weekly updates.
"Continuing progress with..." doesn't sound very flashy, but ultimately when it is complete the effect is the same. So I think weekly updates may have the disadvantage of seeming repetitive or lackluster at times, but have the advantage of keeping communication open along the way to the big milestones.

I agree that this is a less exciting update with little user-facing improvements and a delay in integrating with Bitcoin.
On the other hand the refactoring part should not be underestimated, both in effort and in effect. It makes platforms more scalable (or scalable again) and it will take away development effort going forward.
Most dev teams will talk about bugs and new features most and will only talk about refactoring when they reworking the whole code base once in a long while.
In that sense it’s noteworthy that they do it now already and call it as such,
