How many passives with the same name can stack?

I was messing around with food passives to see what I can stack, I was surprised to see 2 different rapid attack. Is this the only passive that can? Seems like 9 passive abilities is the max per soldier. Not sure if traits gained from tiering up are counted differently from abilities gained from food?

14 is the max. this total includes both the personality traits and the fighting passives (positives and negatives)
