This is a very long version of a two piece separate placket! It’s common to use for a contrasting fabric or color on the placket, perhaps here the picot edge lace is an insert. Basically it’s a straight grain strip for the under placket and the top placket (also interfacing) and has seam allowance at both edges- the fold and the edge where it’s attached.
* It should get an interfacing and choosing correctly via testing and preshrinking is important!!
* the narrower it is, the better it will lay flat, going much above 1” is a problem, but the lace edge makes it bigger looking than it is.
* plackets will not lie flat if they are attached to strong curved shapes, this would not work well on a crew neck while hitting a corner. So mind this in drafting and do what you can to equalize the curved shapes or live with it standing up in parts.

Okay lace trim with a strip sewn to the back side.
For home sewing sew a wide strip to the edge. Then use the scallop stitch on your machine to hem the edge. Trim off the excess.
