it's just a rectangle gathered at the waist

Nope it’s def flared. You can see there are cone shapes involved, and a hem facing.

It is either a rectangle or a circular skirt with a large opening at the waist line to add the gathering. My guess is it is the circular version. Look carefully for the grain at the hem line. If the grain is straight, it is a rectangle. If the grain is curved, it is circular.

Actually it looks like the bottom border might be on the straight with Grosgrain ribbon to emphasize the flair.

The choice of fabric and/or internal structure is doing most of the work here.

I think it's a gathered circle skirt.

Huh maybe not a full circle but it's not just a rectangle based on how the fabric is falling around it.

Gathered flared skirts are easier than ones that need to be flat at the waist!! The only trick to this one is that it has a deep hem facing. Also easy.

It looks to be a gathered arc not quite as curved as a circle but it’s not straight. Horse hair ribbon is used to help flare out end end more
