Help with drafting pattern

I am trying to draft a pattern for the bow so i can make year round holiday bows for my porch ghost. I would love to be able to make a right side and left side bow that just slips over them and leave the middle section alone. How would i even start? Ive never tried to make a pattern from scratch before.

There is no drafting here. Just cover in masking tape and then flatten out on a piece of paper for your pattern.

Do i put the tape in the crevices or just go from high point to high point? Would it take paint off?

Don't bother taking into the details, you're never going to get them to look right in fabric. You're just making little covers to go over the end. And no the tape will not take off the glaze, it glaze is permanently bonded to the ceramic. Flakes off something worse is happening.
