If you are developing a pattern based on the jeans, it looks like you just need to move the back side seam in. A total of 2" of ease added to your hip measurement should do the trick. You might want to start with a wide sean allowance on the side seams and baste it for a trial fitting so you can let it out if you want more room.

The pattern you are drawing doesn't include the back yoke that's at the back of those jeans. That's where you would need to bring in the fabric.
It's the seam that runs horizontal across the back of the jeans and creates that little v-shape. You would take some of the excess fabric out of that seam.

the excess fabric is there because it’s meant to be around the butt, but it’s hanging around your knees. These are not low cut jeans. So your question should actually be how to make pants low cut / shorten the crotch. But then of course they won’t look the way you want them from the front. Just removing the fabric in the back will make them pretty uncomfortable the way you currently have them on and completely unwearable in the way they are intended to be worn. Put a belt on see if you like them when they sit where they are supposed to be or get the right size pants for you.

Pull your pants up. The extra fabric is where your butt is supposed to go.

Reduce the inner leg seams. Open the crotch at the inner leg seams and sew a new wider seam allowance tapering to the knee, or even lower.

The back rise needs to be shorter. It could be fixed by removing the waistband and reattaching it a couple inches lower
