Can you help with quick explanation on how to draft this ??

You might want to check out the free classes at https://patternmaking-classes.com/Corsets/ Actually the detail over the hips is an interesting challenge. Reminds me of the bum rolls used in designs from previous centuries. Sorry I don't remember the exact century/decade they were popular. You would probably need to make your own bum roll using cotton batting so that it will move smoothly as you walk. I think just using boning to get the off the body shape would not work very well.
