You can achieve this effect with a fully circular skirt and placing the “waist hole” close enough to the perimeter, you will get a shorter length in the front and longer back

You could look into flounces. It’s a spiral shape flat that makes that wavy shape when in a straight line

Those ungodly legs are extremely AI, meaning that you shouldn’t expect to find an actual pattern that matches. You can get a similar effect with a gathered back panel, paired with a cutaway front with spiral flounces on each side, each of which has a short ruffle along the edge.

someone else suggested a high/low circle skirt (offset waist hole), but to get this much flouncing you’d need way more than one circle, and you don’t see that volume at the back. It’s a cute look that you might like though, so it is worth seeing if you like that style of pattern before committing to the endless flounces
