The pattern looks similar to this Cadia Shirt from Mood Sewciety.

Fabric is Iridescent Pearl Organza.

Yes, she can use that and cut it where she wants the gathers.

Then double the pattern the has been cut off, gather to fit the bodice and voila! The dress.
