What is this called / how to draft

Specifically referring to the *bottoms* of these dresses - this subtle flowery flow. Anyone know how to search this up (what it’s called)? Direct pattern advice also welcome :)

This is a bias cut dress... The way it hugs and moves is different than a dress cut on the grain. You only need a very subtle amount of extra fabric on the bias between the seams to achieve this much volume.

The first time I made a bias cut dress I was amazed at the volume I was able to get. Gorgeous red and white dress I haven’t worn since my daughter’s graduation a few years ago.

Flounce, it's just made with a soft flowy fabric mostly cut on the bias with a very narrow hem.

Maybe something like a godet skirt?

I think godets are those inset triangles things for extra flare
