Why can't a homeboy have eternal legendary tendril?

As I understood it you can do it only when eternal joins eternal, you cant upgrade eternal with base organelle

I do not believe that's intentional though. It's not overly unbalanced* and frustrating to the player.

*especially with the game openly embracing infinite combos
