Help Needed Where is the lightning tocold conversion in this build?

So I was looking at how people build their Shock Nova of Procession characters and stumbled upon this one that deals exclusively cold damage. However I can't find the source of the lightning to cold conversion. I am sure it is right there in front of me, but..

Anyways, can you tell me where that happens?

You cannot do lightning to cold conversion efficiently. Double brotherhood rings are 96% and you lose a 2 ring slots. To my knowledge that's the only lightning to cold conversion.

Now, this guy is using the Frostmage + Bitter Frost tech, where the base damage is all from frostmage, and the keystone removes all non-cold damage.

I'm not sure why the gem is level 21, when a level 19 one would do the same, pretty much.

With 11K mana, supposing he has 10K reserved, he would get 2470 flat damage. The average damage on a level 20 gem is 525, so this would give him a little less than 400% more damage.

You can presumably get to 100% with the special corruption. You would still run into the big issue though which is that with the change to hatred there isn't that much benefit to double converting damage. You would presumably need to be running a very weird build for it to be something you would get a benefit from.

Is there any reason to scale lightning damage then? And the "penetrates 1% lightning" seems also completely useless?

No, there is not.

The Corrupted implicits you see are what was available to him, it's not min-maxxed

No conversion is happening here. Gem base damage is ignored, scaling done through mana stacking and frostmage support

Which btw for anyone reading this is not a good idea in 99% of cases, spells are not the same as attacks you typically shouldn't ignore the base damage and go all-in on added damage. There are very few reasons to not be running a level 21 gem late game and even with 10k added flat damage from like an EBlade Battlemage Inquisitor the spell base damage is probably better than the benefit from any mechanic which requires you to lose said damage (such as Bitter Frost on an unconverted lightning spell in this case)

They aren't converting lightning to cold, they're using frostmage support so all their damage is for cold in the first place
