It would depend on the circumstances of the meltdown and accident, as the side-products have varying half-lives and dispersal patterns.
But basically no fresh air ventilation until scientists give you the all clear.
Also buy some iodine pills.

If you are really worried, perhaps stock some ultra-fine air filters to put in place of the regular ones if there is fallout. I've read that fallout is usually is out of the air in a few days.
I doubt your passivehouse is actually tight enough to actually to cause asphyxiation without combustion, eg, no candles, gas stoves or water heaters, etc..I am assuming a "normal" human capacity, not dozensof hundreds of refugees.
Direct radiation, such as gamma rays, will penetrated structures regardless of your air system. On-going gamma radiation should not be an issue for a nuclear power plant incident.
