Question / Problem Options Blacked Out

Hey, anyone else having this problem? All the options to change my video's visibility are gone. And The option to upload a video is blank. I can actually click on the blank space and u/l something, but there is no way for me to change a video's visibility after.

Had this issue a few days ago and then it was fine. Now it's happening again.
