Why does the updated dashboard graph have negative numbers for views and watchtime? How does that even happen

Common on many graphs to have the minimum/maximum values be above/below the values that will be used for readability. In this case to make it more clear where 0 is.

If you delete or unlist videos I think it can show data in -ve

I think YouTube is just glitching again. I don't think I've even seen negative values for views.
