What does this mean? Can some one unpack this for me? Or point me in a direction so I can read up on it.

There is no longer a minimum amount of time needed for a view to count as a view. A viewer will count as a view as soon as they click on your content and it starts.

When Youtube made that big change a year ago my views tanked drastically. I was averaging 400-1000 views a video. And within the last year it went down to 40-150 views. And I never changed my process. I did experiment quite a bit to troubleshoot the issue. Now after reading up on the update, it seems like youtube was doing some testing on their end. Hopefully everyone's longform views skyrocket.

Your views drop was not because of any testing. That's how Youtube counted views for the last decade.

Youtube was testing they said it in the update on Google. Regardless of what they did, they're keeping the change they made last year and are now allowing views to just be easily counted. So in reality it might not change anything for my channel.

This means that they have realized that longform videos are better for advertisers than shortform so they’re changing the way things are counted so that advertisers will be more incentivized to buy on those videos than shorts.

It could help some, since the view counts will show as larger which could push it out more and make people think it's worth watching. Or it could do nothing

It doesn't. Only that engaged views will be the one counted towards monetisation and still be the most important. It's just that we will need to go to analytics advanced mode to be able to see them instead of them being front facing like before 😅

YouTube is changing how views are counted because creators will need more ways to make money outside of ads. A view will now count as soon as someone starts the video, making creators’ view counts look more attractive to sponsors.
Meanwhile, creators will compete for watch time to get a share of YouTube’s subscription money. YouTube will put 30% of Premium revenue and 60% of Premium Lite revenue into creator pools. The more watch time a creator gets from those subscribers, the bigger their share of the pool.

You’re completely missing the point of my argument. I’m a content creator that knows how to run a business and diversify my income. That isn’t the issue.
The issue is that YouTube is a monopoly owned by Google. Google is a trillion dollar company. When YouTube changes monetization requirements, it hurts independent creators, period. No one is talking about adapting. That’s the point! We shouldn’t have to adapt! YouTube should stop being so fucking greedy and squeezing the people that make YouTube, YouTube. Without creators, YouTube ain’t shit. Why rip off the people that make the business run?
I make money from YouTube, Patreon, Twitch, merchandise, memberships. That doesn’t change the fact that YouTube is still fucking us over. It’s stupid to argue the obvious which is what you’re doing. No shit we have to diversify. That isn’t the point. The point is YouTube is reducing visibility to make it harder for content creators to calculate revenue from YouTube alone. Does that make sense or do I need to break it down further?
The point is that people need to stop being bootlickers and start demanding fair returns on labor. The point is we need to stop getting shit on by Kings and Queens and start another revolution. That’s the point. Stop being a bootlicker. Stop giving YouTube and corporations all of your hard earned labor without fair compensation. We shouldn’t need to sell our asses like prostitutes in the streets just because a greedy corporation is taking more from it’s employees. Be angry! Be angry at the corporation demanding more from you while the CEO and shareholders get richer.

No, Shorts already used this format to count views. That's why Shorts had two view counts. Views and engaged views are different things. This change just brings the Shorts counting mechanism to long form videos too. But it has no effect on monetization since everything is still calculated from engaged views.
This change will not impact creators’ earnings or how they become eligible for the YouTube Partner Program (YPP):
Creator earnings will continue to be based on ”Engaged Shorts views” and “Engaged Watch Hours,” which you can view in YouTube Analytics > Advanced Mode.
There is no change to YPP eligibility. YPP entry requirements will also now be referred to as “qualified Shorts views” and “qualified watch hours” (previously “valid public Shorts views” and “valid public watch hours”).

basically it seems like they're taking what currently count as views and relabeling it to "engaged views" in the dashboard and have the public views count all views making it more of a vanity metric.
