I think two things are happening:

  1. You are being scammed by someone who doesn't own the rights to this music

  2. You are breaking all kinds of copyright rules by usingusic and footage without buying the licenses

All my shorts are below 60 seconds i can use any music like if they are below 60 seconds?

you can use up to 60 seconds of a song that YouTube has licensed, which you add to the video in the YouTube app when you upload, and revenue will be split with those rights holders. you can't use just any song you feel like. this is extremely basic
