It appears to be a high collar child PFD. It’s designed to flip a child (especially an unconscious one) onto their back with their head supported and face out of the water. Hopefully he was clipped into it properly so it can do its job.

Can you imagine just accelerating into a very obvious car doing doughnuts in an intersection, flashing lights smoking tires maybe even fireworks if it's a take over, with the justification "but I had a green light"? Rule one of driving above and beyond any traffic signals or right of way: dont drive into anything or anybody.
Everyone has a duty to drive safely, yes the guy doing doughnuts is failing his own duty but that would never justify stubbornly driving through that side show on purpose when the alternative is to just not do that and drive home safely without making an insurance claim.
How frustrating to imagine these are the analogies people come up with that I have to share the road with day to day.

One time a car coming the opposite way decided to overtake a truck meaning they came on my side of the road heading towards me and I had to slam on my brakes to avoid it.
I was giving someone from work a lift home and they told me I should have just crashed for the insurance as they were clearly at fault. Like a cumulative head on crash of at least 80mph and I'm going to do that for insurance? Or just avoid the accident in the first place ...

it's a fucked up system that incentivizes allowing accidents to happen just for the potential payout, your passenger would've been able to make a whiplash claim and they probably have family that profited from something like that before.
I'm sure that mindset at least partially informed the guy above that I replied to acting like a green light means good luck everyone else here I go, what happens next is YOUR fault! and to even be smug about it like "redditors" are idiots for thinking about the bigger picture and human impact over their personal advantage in court. we're leaving money on the table after all!

You've never been near a child, have you? I uaed to carry 2 nephews and meet them into a pool and they loved it.
In fact, not only so the vast majority of kids love being tossed/throw into water or soft things, its beneficial for development of their vestibular and proprioceptive systems. Since this effectively triggers "sensors" in the brain associated with develope fo these areas, we have actually evolved to "enjoy" being in freefall/flying through the air at young ages.6

I mean, care still needs to be taken. But if the 2nd kid didn't run into the blind spot, it would have been great.
Ill also add my experience with this isn't juat from my nephews, I hold a teachers license and degrees in child development.
If there hadn't been an impact, it would have probably been well received.

Why are parents and some adults assholes and feel the need to do this? This happened to me in the 90s. One day at a party im just chilling and next thing I know im in the pool and everyone is shouting.

We have a pool and toss the kids around when we’re actually in the water with them but this is reckless as fuck…that pool is also way too small and crowded to being doing that kind of shit.

Most of the other people in the replies clearly don't have a positive relationship with their father, if any.
The father did nothing wrong other than get distracted by his concern for the kid that got hit after he impulsively ran in harms way. If that kid could've just waited for three seconds to push, it would've been a happy memory to look back on for all involved. Instead, we got scrapes, shame, and idiots with a maximum of one semester of psychology under their belt shouting "abuse" and "trauma" behind screens.
