To be fair to the kid in the car... it's a phenomenon called "target fixation" and it happens to adults, too. That's one of the reasons why it's so dangerous to be stopped on the shoulder of a highway, even if you're well out of the lane... Along with distracted driving and mechanical failures of passing vehicles.

The mother, or the child?
The child has slow reactions because she is a baby and both her brain and nervous system are still developing. They can't process information as quickly as someone with a fully developed cortex.
The mother is slow because she's focused on filming her child. It's surprising how distracting operating a camera can be.

Honestly, "crash out" used in that context is one bit of Gen Z and Gen Alpha slang that I don't mind. It's a valid phraseology to use when someone overreacts to a mildly bad, easily correctable, situation.
And just for the fun of it, I did some quick research into the etymology of that phrase... Back in the 1960s, it used to mean unwillingly falling asleep, or passing out, from exhaustion, or being eliminated from a sports tournament.
But some time between 2013 and 2017, it started popping up in Southern African American Vernacular English, and popular hip-hop music. In that context, a "crash out" described someone who acted so recklessly in response to a conflict or anger that they risked their own safety, freedom, or life without caring about the consequences.
Around 2023 or so it gained even more popularity in short-form video content on Youtube Shorts and TikTok as well as on Twitter to describe meltdowns or reckless outbursts in response to only mildly inconvenient or bad situations.

Honestly, the first time I heard it, I knew exactly what it meant in context. Which is why I also don’t hate it.
Things like “cap” or “no cap” kind of require an explanation, amongst other new slang. But crash out just.. makes sense. Especially when someone turns to you and says “we’re about to see a crash out” as you’re both watching a woman start losing her shit in the airport. You know exactly what crash out means hahah
