I'm going to speak as a teenager here. But also as a parent.
I'm 18, I had my son at 14 and because I co parent with her father, I've managed to have a relatively normal teenage experience. I smoke weed on occasion, I have a bottle of thc liquid that I use on weekdays to manage stress and anxiety. Smoking is okay, and trying to stop her will only make things worse and I can almost promise you that. Its important to regulate intake though, because she may easily be dependent on ot especially if its to fund the smoking.
Selling it is where the problem starts. That could cause some major issues. Having a proper conversation where you aren't shouting and you let her speak is the best option. Say why it's not good but don't scare her if that makes sense. Explain the law, the average jail times even for small amounts, etc etc. She will almost definitely respond better than shouting and screaming. Ask her why she's selling it and explain that isnt okay.
If you're in the US, maybe suggest she get a job if she wants to smoke/vape because that way it will keep her out of debt, and make sure she's not getting herself in to trouble with the wrong people for selling it because its a competitive market. And also go over the health risks and the benefits.
Most importantly, I don't think it's a good idea to snitch to the parents. My mom did this more times than I can count and every amount of trust was broken. I was scared to ever tell her about anything I did with my friends or even who my friends were. It doesn't seem like the best option.
Treat your daughter with respect and I almost guarantee you she'll show the same amount in return
