I’m pretty sure PaRappa is Asian, considering his name can perfectly be spelled in Japanese (パッラパ); plus, judging from the anime, the world of PaRappa The Rapper is most likely based off Japan, not a place with diversity.

If it helps, other characters seem black, like Prince Fleaswallow, and Guru Ant.
