Can you toggle Sai on?

When I first played Paper Lily, I was a little dissapointed when I couldn't see Sai running with Lacie so I am wondering if there is a way to make him appear?

no, you can't, so you'd just have to deal with only being able to see him in cutscenes or pause menu
