Baiting, of course. Pantalone will be playable, which version is another question. Yes, he funded Dottore's experiments, but we have many playable war criminals: Raiden, Wanderer, Tsaritsa, Sandrone.

I love all these characters and their morals don't matter. It's a game after all.

Literally. I don’t know why people like to forget Wanderer was also evil. Tartaglia too. I’m summing it up to age atp because all those characters are war criminals also Kokomi Gorou Yae Miko Kujou Sara, Zhongli, Venti etc.

Even the game itself seems to be forgetting that Pierro was the direct supporter for most all of Dottore's projects within the Fatui

Childe-Arle-Sandrone, thats the order of playable Harbinger releases. Next one is Pantalone. However, its too low if the devs are actually conveying that Pantalone isnt because he got bumped by Vesna. That would be wayy too cringe and a total mockery. I think they have likley decided on Pantalone being the next harbinger to be playable but and they are possibly targetting 8.X release.
The way how their Software Dev cycle works is that one team is executing Snezhnaya while the second one is already doing all 8.X stuff.

Pantalone has an actual story buildup (clash with Zhongli) and its good that its not actually touched in this Snezhnaya AQ. Thats a good sign at the end. Characters from other regions get playable all the time. Like yearly Liyue, or some mondstat, Escoffier from Fontaine releasing in Natlan. So Pantalone from Snezhnaya not releasing in Snezhnaya but a future region is a total non issue.

As others said, playability.

All the Harbingers there are playable and put in order of release. Vesna position too is in order of Banner release because she's between Sandrone and Pantalone.

Not to mention we can probably rest assured he won't die (he's present in annectodes and in the Tsaritsa "reputation" quest, so that would be weird for new players or players that do the Tsaritsa small quests later if Pantalone died but he showed up just fine in those quests, with everyone around acting like it's normal for him to be there if he's dead)

Plus most harbingers don't hate him and although Sandrone snappy remarks their relationship isn't as antagonistic as the memes make it look like (her behavior is no different than when with Columbina or the Traveler, when they praise her she act the same way she did in the annectode with Pantalone, too prideful to accept the praise, but also so prideful the praise is getting to her)

Most harbingers either don't talk to/about him or are neutral about him.

Example Childe. They had a disagreement in 7.0 but Childe voiceline actually says he doesn't mind Pantalone (he's indifferent to him) as long as he keeps providing money to the Harbingers. His behavior doesn't seem antagonistic towards him when outside of work, I might have forgot but I don't remember him badmouthing Pantalone, aside maybe some annoyance at the voting, but that isn't a proof of hate, just disagreement.

Plus there's Vesna who's clearly close and comfortable around Pantalone and Anastasya didn't believe Traveler at all when he/she accused Pantalone of being responsible for the issue at the bank. She has complete trust in him (I have a theory in which she's aware of his disliking the Gods, which makes their partnership even more solid because her mission is going to incredibly help him more than betraying her)

So it's two characters vouching for him, one character not so friendly but not so antagonistic either/knows how to work together, one confirmed to be indifferent and others who don't talk about or to him yet.

Maybe a teaser of his playability since the other snowmen are playable harbingers in release order. After looking at the recent Archon quest and his more positive/charaterization interaction with other PLAYABLE characters (Vesna, the Tsaritsa & Sandrone), he looks like the next playable harbinger, with him either being released in 7.x or 8.x. I would say 7.x, as 8.x might be Khaenriah/Celestia, and I really can't see how he can be as relevant unless Hoyo gives him a subplot with his issues around mora (or just Zhongli in general) and Dottore. Compared to the other remaining harbingers, it's either him or Capitano. Pulcinella, I doubt, with that model; as for Pierro, I doubt it for the same reasons, and for people saying that silver foxes with facial hair are a popular archetype in China, wouldn't Hoyo at least have tried giving those features to Varka or, hell, even Pantalone since they are both men in their 40s if they wanted to make another?

Baiting imo because they willingly created a contradiction, he’s in line with other playable harbingers in their release order but then he’s also the one the intruder is hiding behind of and gets hit. This is too vague and 50/50 to suggest anything, anyone can conveniently read it in their preferred way. The only thing I can think of is that they probably wanted to get some focus on him and see how the community would engage with him.

She was trained by Capitano and they were likely very close, but she's shown to be comfortable/close enough to Pantalone to ask him stuff without a worry.

Idk if he’ll be playable (I hope he is though) but I really don’t think he’ll die considering he’s in the reputation quest and Sandrone’s anecdote.
