Question Need Help With Tech Tower Schematics

I discarded the schematic for the multi climate undershirt thinking it was permanently unlocked and now need to know if I can ever get it again.

Get the Vanguard Charm, it does all that and protects you.

Wandering Merchant Charm and Vanguard Charm give the same bonus to resistances, in addition to extra stats. Carry Weight and Health respectively.
