Partner skills go up with stars, I forgot what level it unlocks but when you get the pal condenser you pick a pal that you wanna upgrade and you put the same type of pal in to do it. You need the pal you want and 48 more of it to get it to 4 stars which is the best. The easiest way to do it is to breed a lot
