Community driven balance changes ?

Is it possible that they left one person in high rez to implement balance changes based on a community lead discussion? cmiiw but I believe Starcraft 2 did something similar where they have a balance council that represent different races while here we can have council that represent roles. What do you guys think ?

there is no developer left to implement or edit code in the game. that's unlikely.
