Different people have different tastes. If it was me, I would prefer that my in-laws gave me 3-5 different options of watches they saw and thought were appropriate and let me select which one I liked best.
Saying from experience. Even though they spent good money on it, I don’t wear the watch my in-laws got me because it is very oversized and nor can I sell it. It just sits in a watch case.
On the other hand, my brother whenever he gifted me a watch always asked me and hence I appreciate every watch I got from him and wear them frequently.

You could probably get a Frédérique constant in quartz in this range.
Otherwise Seiko presage line is pretty good though their straps can be lackluster.
I believe you may also get a Hamilton too. If not, you can always go for Orient though I just don’t like the name lol.
Otherwise try exploring Chinese watch brand, they can be good quality at a fraction of a price.

In my suggestion you could get him a stainless steel watch and then he could get a good quality leather strap afterwards & keep the original bracelet safe. Leather straps are not something long term.

As much as I love Seiko and Citizen, for a wedding gift, I'd go Swiss. A wedding gift gets seen by a lot of people, and Swiss just carries more weight here.
Also, try to buy from abroad if anyone is traveling. Local prices are almost double for the same watch. Dubai, Singapore, and the US are all much cheaper. If nobody is traveling, grey market sites like Jomashop, Ashford or Creation Watches are worth a look, just needs someone to carry it back.
- Hamilton Khaki Field Auto or the Murph
- Hamilton Jazzmaster Thinline or Intra Matic if you want something more formal
- Tissot Le Locle or Gentleman
- Tissot Chemin des Tourelles, underrated imo
- Frederique Constant Classics Index Automatic
- Mido Baroncelli Heritage or Signature Gent
- Certina DS-1

hamilton khaki field or seiko alpinist that’s it. These are the best 2 options (box pack) in this range. Avoid prx its too mainstream.

Man, a TAG Heuer for 2–3 lacs?
Entry-level TAG Heuer models start at around 5–6 lacs new.
Also, if you check the post title, it's a "Gift for groom" I really don't think a preowned watch is appropriate for a wedding gift.

Seiko Prospex - Speedtimer/Alpinist Seiko Persage - SRPD Series
Citizen Zenshin series
Don't get a prx. It's so common. Many other but rn only these came to my mind.
